活動簡介
2010 年起,數位科技的快速進步,在全球讓公民運動不僅能號召大規模抗議集結,甚至推翻了政權。但在此同時,各國民間團體甚至是政府,也開始更積極尋找新的方式以及新的工具,來達到更透明與更多參與的民主,以及達成共識。本活動很榮幸邀請到來自美國的 Steven Clift,他在 2013 獲頒白宮「開放政府」改革先鋒獎項。他將分享二十年來建構活躍的線上社群的秘訣與經驗。同時我們也邀請到來自本地的多個公民參與推動計畫,分享實際的經驗與遇到的挑戰,並深入交流。本活動也將開放現場報名的五分鐘閃電短講。
Intro
The emerging of digital technologies in the 2010s not only allowed people to mobilize massive protests, but also actually led to revolutions. In the mean time, civic tech communities and even the governments around the globe are seeking new ways and new tools, to empower citizens for more transparent and participatory democracy and reaching consensus. We are delighted to have Mr Steven Clift, honored as a White House Champion of Change for Open Government, to share his experiences of engaging communities over the past two decades. We also invite leaders of numerous citizen participation efforts here in Taiwan, to share their experiences and challenges in the global context. 5-minute lightning talks are open for attendees.

Steven Clift - White House Champion of Change for Open Government / 白宮「開放政府」改革先鋒
Steven 在 1994 年就建立了世界上第一個選舉資訊網站,是一位持續推動數位民主的世界級領導者,並在 2013 年獲頒白宮「開放政府」改革先鋒獎項。
Steven Clift created the world's first election information website in 1994 and continues his "e-democracy" leadership online with 2013 recognition as a White House Champion of Change for Open Government.
Highlights:
- e-democracy/beneighbors as a platform for people to build their own local online community.
- outreach program to build inclusive community across income / ethnicity.
- city officials bringing policies like park planning(raw) to the community for input
- from day-to-day democracy to politics
- challenges with the current generation of facebook-native politicians - a historical sense of what really seems to matter/challenge us as technology has evolved
國發會為推動開放政府的理念,以利政府在政策研擬、執行及評估階段,廣納社會多元聲音,吸納社會創新量能,提升政府治理效能,建置參與平台(join.gov.tw) ,以公民政策提議、強化政策溝通及政策公開透明為目標,提供「政策諮詢(眾開講)」、「重大施政計畫(來監督)」、「公民提議(提點子)」及首長信箱等服務。希望透過參與平台機制,讓民眾監督政府施政,也歡迎民眾提點子,彙集眾人智慧,建立政府與民間理性對談,周延政府施政。
vTaiwan.tw 是行政院「虛擬世界法規調適計畫」主持人蔡玉玲在 g0v 黑客松提案,並由專案參與者志願建置的平台,以「不投票、不預設解決方案」為特色,對每個主題進行聚會溝通,希望在充份知情前提下作出討論與建議。目前在十項議題中,工作組已就閉鎖型公司、群眾募資、網路交易課稅、遠距教育、開放資料收費原則等議題提出建議,其中前兩項也順利定案。
vTaiwan.tw is a g0v project initiated by Jaclyn Tsai, director of Executive Yuan's Cyberlaw Reform Initiative. Built and facilitated by volunteer contributors, this project adheres to a "no voting, no preset solutions" principle, enabling well-informed stakeholders to deliberate online and offline. After multiple rounds of consultation on each topic, participants form working groups to summarize discussions into recommendations. Among the ten topics discussed, working groups have specified their rough consensus on closely-held corporations (floored in Legislature), equity-based crowdfunding (signed into effect), internet taxation, online education, and government open data levy principles.
呂家華長期與大學教授、學生及社區大學工作人員,共同推動各項公共政策的審議民主會議與相關培力。現為台北市公民參與委員會「公民參政組」召集人。她將分享台灣過往推動審議民主的觀察與反省,以及318一系列佔領運動、去年底九合一選舉後,紛紛喊公民參與、開放政府的縣市,在參與預算等操作上的觀察。
Chia-Hua Lu has been working on citizen empowerment for public policy deliberation with professors, students and community colleague workers. She is currently the section chair for Public Participation of the Taipei City Government's Public Participation Commission. She will share her experiences and reflection on citizen participation in Taiwan, along her observation on the local governments' citizen participation and participatory budget efforts that came into fashion after the Sunflower Movement and the 2014 local elections.
